It’s hard to believe Stage 1 construction works at Ocean Reef Marina are nearing completion, with this world-class coastal destination rapidly taking shape.
Since work began in early 2024, the marina precinct has been transformed, and we are now approaching the finish line for this much-anticipated first stage of development. By the end of July, Ocean Reef Marina will have reached another major milestone in creating Western Australia’s newest waterfront destination.
These initial works are the essential foundations for bringing a world-class destination to life. The precinct’s main public open space and playground is taking shape and will open later this year.

Latest construction and access updates
Coastal shared path reopens
The southern section of the coastal shared path between Hodges Drive south to Mullaloo on Saturday 25 July, restoring public access along this part of the route.
While the path is reopening, a temporary diversion has been constructed for future short-term use during upcoming service connection works. The diversion will allow pedestrians and cyclists to safely move around the work area and will be clearly signposted until these final works are complete.
We thank the community for their patience while these important infrastructure works are completed.
- Access: Access to Ocean Reef Marina continues to be via Hodges Drive, while landscaping finishing touches complement pavement upgrades to Boat Harbour Quays. Boat Harbour Quays will open this Saturday 25 July.
- Pedestrian access: Pedestrian access remains available on the southern side of Hodges Drive, connecting visitors to the southern section of the marina and Ocean Reef Sea Sports Club.
- Parking: Public parking remains available in the southern boat trailer car park, with large trailer bays provided in the eastern section.
- Underground services: Installation of electrical, sewer, stormwater drainage and communications infrastructure throughout Stage 1 is now complete.
- Landscaping: Extensive turf areas have been installed, along with tube stock planting and mulch treatments to support vegetation establishment and provide seasonal protection.
- Public open spaces and playground: Public open space hardscaping is complete, including the bike pump track, shade shelters, barbecues and all-abilities access points. The ocean-themed playground features a rock lobster for climbing and sliding, along with an osprey nest, ship and climbing wall with soft-fall flooring. This recreational space is scheduled to open later this year.
- Limestone headland: Protection works for the existing natural limestone headland have been completed. The headland will remain a striking feature at the centre of the precinct, supported by native planting designed to provide sustainable revegetation and help prevent soil erosion.
- Roads and car parks: New road infrastructure, pavements and car parks are now complete across the development.
- ANZAC Memorial: The Joondalup City RSL Memorial Arch has been re-erected near newly established lawn areas, ready for ANZAC Day Dawn Services from 2027 onwards. The large lawn area east of the memorial will provide a welcoming space for future commemorative events.
- Residential lots: The first 70 single residential lots and three development sites are also complete, creating opportunities for the first residents to call Ocean Reef Marina home.
The ANZAC Memorial is now in place beside the main public open space, creating a lasting place for reflection within the marina precinct.
What’s next?
Minor landscaping works
Works will continue beneath the contractor’s site facilities until the end of July, along with finishing works where required across the project site, in readiness for public opening later this year. Please follow any traffic management signage when visiting the area.
New community spaces taking shape
Four community areas now have seating zones, shade shelters, barbecue facilities and an abundance of landscaping in two southern locations and adjacent to the future Stage 1 residential precinct.
Winding paths and seating have been added along the water’s edge for taking in sweeping marina views. Wayfinding signage is being installed throughout the area to improve navigation and enhance the overall journey for visitors.
Smart boat ramp signage will also be available late 2026 providing real-time information about boat ramp availability before arriving at the marina. Signage in the boat trailer car park will also improve the visitor experience by enabling real-time information on parking availability.
Bike pump track offering a fun way for riders to build confidence and improve their bike-handling skills.
Land sales and future development sites
We look forward to announcing a land sales agent before the end of the year, when purchaser information and details of the first residential lots will be released to the market.
We are also progressing the appointment of a Master Developer, who will be responsible for the design, construction and sale of select residential and commercial sites within the future Town Centre.
